What is the Brazilian CRNM (Carteira Nacional de Registro Migratório), the old RNE (Registro Nacional de Estrangeiro) and how to get it?

RNE in Brazil is the National Registry of Foreigners, granted to foreigners admitted on temporary, permanent, asylee or refugee condition, who is required to register and identify themselves at the Ministry of Justice with the Federal Police. It now has a new name CRNM (Carteira Nacional de Registro Migratório).

Itt is the official identification document for foreigners in Brazil. It is mandatory to register and identify foreigners admitted on temporary or permanent conditions in the country.

This is the main identification document for foreigners and is valid nationwide. It can be also granted to asylee, stateless and refugees. You can keep reading this article to clarify your main doubts about RNE.

The whole process is made by the Federal Police in the Ministry of Justice Department. The first step is to access their website.

What is the correct name: RNE (Registro Nacional de Estrangeiro) or CRNM (Carteira de Registro Nacional Migratório)?

Since 2019, the RNE designation has changed. Now it is called CRNM (Carteira de Registro Nacional Migratório) – National Migration Registry Card. Since the name has also been changed in the website, that is the way you should look for when accessing it online. 

Step by step

Please find below the official Federal Police website to require the document. The name of the option you must select is “Substituição da Carteira de Registro Nacional Migratório”.

Form

You must access the “foreigner regularization”option in the menu (in Portuguese) “solicitação de substituição da CRNM” and fill the online form completely before printing it.

Attention points: just requiring the CRNM (old RNE) does not allow a foreigner to work in Brazil. To get a working permission you must go to Secretaria do Trabalho (Secretary of Labor Department) of the Economy Ministry.

How to schedule

After filing the form, you must select a date to go to the Federal Police unit that you find closer to your address. (vale a pena recomendar que vá até ao HQ também? How much does it cost?

After selecting a date, the foreigner must go to the chosen Federal Police unit and take the printed filled form and pay a tax of R$ 204,77 to issue the registry card, plus R$168,13 for residence authorization. 

What is the deadline to require the document?

You have 90 days, from your arrival date in Brazil, to require de RNE. After that, it must be replaced until 90 days before the expiration date. It can be turned into a permanent document for nine years if you have plans to keep living in Brazil.

To get a residence authorization you must have a consular visa that is required in Brazilian Diplomatic Representation (Representação Diplomática Brasileira) through Itamaraty, according to Federal Police website instructions.

After that you will be able to require the ID document, CRNM (Carteira Nacional de Registro Migratório – the old RNE).
